• The award-winning Maryland Sister States Program. Chaired by the Secretary of State, steered by a devoted and spirited Advisory Board of Directors, and staffed by an army of citizen volunteers, the Sister States Program was established in 1980 to provide a forum for the promotion of international cooperation and understanding. Details about its mission and functions can be found by selecting the "About Us" button above. For more information about each agency in the Subcabinet, select a state agency from the drop down menu below. • The Maryland International Consortium. The Division’s newest initiative, with support from the City of Annapolis, the Maryland Municipal League, and the Maryland Association of Counties, the consortium seeks to lend support to various international efforts including Rotary International, Maryland’s cities and towns, both incorporated and unincorporated, and various organizations.
