Special Police and Railroad Police
The Superintendent of the Maryland State Police is charged with reviewing applications for
appointment and recommending to the Governor whether to grant or deny appointments as a
special police officer or a railroad police officer. The Governor may accept or reject the
Superintendent's recommendation, and is assisted in this process by the Secretary of State's
Office which processes and records the applications.
